To unlock the Blue Chests, players need to construct a Church in Wishvale, and for that they will need to progress further into the Kindlers of the Flame Main Quest.

To be more precise, unlocking the Church requires players to advance into Chapter 5 of Kindlers of the Flame, and meet Laurana again. After recruiting this Cleric, they will have to go back to Wishvale, reconstruct the Aelfric Church, and upgrade it to Level 3 using 12 Radiant Cornerstones.

Radiant Cornerstones are obtained after defeating Elite enemies, which are spread all around Osterra. It is highly likely that players already have enough of these Items to upgrade the Church.

Upgrading the Church to level 3 unlocks the ability to open Blue Chests all across the world, as well as increasing Helper Capacity up to 9 (maximum).
