There is no way to get this item before becoming champion and registering your Pokemon in the Hall of Fame, as it can only be found on the extended Sevii Islands.

How to Get TM36 Sludge Bomb in Pokemon FireRed and LeafGreen
Progress through the game until you defeat the Elite Four and become champion.
- Capture at least 60 different Pokemon species and talk to Professor Oak in Pallet Town to unlock the National Pokedex.
- Bring the Ruby from Mt. Ember to Celio on One Island to get the Rainbow Pass, unlocking access to Sevii Islands Four, Five, Six, and Seven.
- Use the Ferry to go to Five Island.

Best Pokemon to Teach TM36 Sludge Bomb in Pokemon FireRed and LeafGreen
TM36 Sludge Bomb can be taught to a large number of Pokemon in FireRed and LeafGreen, but since it can only be used once before it is consumed, choosing the right Pokemon is crucial. Poison-type attacks scale off of the Attack stat in Generation 3, which means Poison-type Pokemon with a high Attack will get the most out of this move. Here are the best options:

- Victreebel (Sp. Atk: 105)
- Muk (Sp. Atk: 105)
