Edible Frogs become available once you reach Fishing Hobby Level 3, which most players can unlock without too much trouble if they fish regularly. This fish spawns in lakes across the island, but the Suburban Lake in the southern area of the map is one of the most reliable spots for finding the Edible Frog.
