How To Increase Workforce In Anno 117 Pax Romana
To increase the workforce in Anno 117: Pax Romana, the most reliable method is to build more residence houses. If you need a tier one (T1) resident (Wader in Albion or Libertus in Latium), then a basic house will be sufficient; however, if you need a tier two (T2) or tier three (T3) workforce, the residence house must be upgraded accordingly.
Other than building houses, players can also utilize Specialists in Anno 117: Pax Romana to either increase population, workforce, or reduce the required workforce to maintain a building, ultimately freeing up some of their residents.
Another thing you can do is perform certain research in Anno 117: Pax Romana. For example, the Albionic Loyalists increase the Wader Workforce by 25 from the Governor Villa.

How To Unlock All Resident Tiers In Anno 117 Pax Romana
To unlock a new tier of residents, players must fulfill the needs of the current residents. For example, to unlock Plebeians, you must first fulfill the Libertus needs for Food, Public Service, and Fashion.
Next, to unlock Equites, the Plebeians must be satisfied in the Food, Public Service, Fashion, and Household categories.
These needs can be fulfilled by producing the item they require or by buying it from another city. If your current island can’t produce a resource, then it’s time to seek another land with the right Island Fertility to settle on.
In Albion, you can initially unlock one type of tier two resident. You can choose between Mercator (Roman) or Smith (Celtic), after which you’re stuck with that T2 until you unlock T3 of that type. For instance, if you choose Mercator, you must obtain a Noble before you can unlock the Smith. Consequently, if you choose to unlock Smith first, you must attract an Alderman before you can obtain a Mercator.
