How to Unlock Dragon’s Breath Mystic Art in Where Winds Meet
Go to Fairgrounds in Kaifeng
The quest to unlock Dragon’s Breath begins in the Fairgrounds district of Kaifeng. Look for a huge hall as shown in the pictures above, where several NPCs have gathered. Inside, you will find Luo Jiu and Kongkong.
After a short conversation, Kongkong leaves and then Luo Jiu explains that someone has stolen from him. He needs your help retrieving an item. This conversation officially starts the Dragon’s Breath quest.
Find Liang Yuan and Retrieve the Stolen Item
The thief you’re looking for is Liang Yuan. To find him, you need to visit South Gate Avenue. An easy landmark is the Main South Gate Boundary Stone. From here, head west and then go north along the small path. Liang Yuan will be standing near the Patrol and Inspection Agency.
To get the stolen item, it’s recommended to use the Celestial Seize (also called Heavenly Snatch) on Liang Yuan. This lets you pull the item from him without starting a fight. The item you need for this quest is the Travelogue: Toehari.
Bring the Travelogue Back to Luo Jiu
With the Travelogue: Toehari in hand, return to the Fairgrounds and go back to Luo Jiu. Once you return the item, the quest is complete, and he will reward you with access to the Dragon’s Breath Mystic Skill in Where Winds Meet.
Claim Your Reward in the Journal
To claim the Dragon’s Breath, open your Journal. Go to Journal > Wandering Tales > Fairgrounds Part 9 and manually claim the reward. This is where the Dragon’s Breath Mystic Art is stored.
