You’ll pick up some hints from Juliet on your journey through cyberspace and the government building itself, but if you need some help opening the safe, this guide will help you proceed to the boss fight room and clear the fourth chapter of Romeo Is a Dead Man: Reinvention.

How to Open the Vault in City Hall (Vault Combination)
Now, with all the hints from Juliet’s memos, you can open the vault by using the following combination:
- Move right to the 9
- Move left to the 7
- Move right to the 4
- Move left to the 12
You should feel a little tick once you land on the correct spots on the lock, and then the safe will open, leading you to the final segment of Chapter 4.
