Mongol Camps in Ghost of Tsushima are specific locations where Mongols have laid claim to a defensible piece of land that Jin needs to clear out in order to be rid of their influence from the area.
Clearing all Mongol Camps from an entire region is the only way to fully liberate Tsushima Island, 100% the game, and fully uncover the entire map. Here are all of their locations and how to unlock them.

The Mongol Camps bolded in the table above unlock after entering Act 2 and completing the quest ‘A New Horizon’. After Jin retakes Castle Kaneda, the Mongol army will reinvade the Izuhara region, setting up Mongol Camps in locations that were empty before. The fog of war will only be lifted from the map after all twenty four camps are cleared.
