What Level Should You Evolve Pikachu into Raichu in Pokemon FireRed and LeafGreen?

Before we get into the nitty-gritty details, the best level to evolve Pikachu into Raichu is after level 26, once it learns Thunderbolt. The reason for waiting is that Raichu doesn’t learn any moves from leveling up. So, if you decide to jump the gun and get a Raichu at level 20 or something, its moveset is not going to be in great shape, so you’ll need to rely on getting the TM for Thunderbolt or Thunder to get it up to speed.

It’s not the worst thing in the world, but to get the Thunderbolt TM, you’ll have to get to Celadon City (the location of the fourth gym) and rack up 4000 Coins in the Game Corner and buy the TM from the prize counter next door.

Pikachu can also learn Thunder at level 41, but due to its low accuracy, Thunderbolt is a safer Electric-type move to have on Pikachu/Raichu. You can also find the Thunder TM in the Power Plant, but you’ll need the Surf HM to reach it.

What About the Move Relearner?

If you think that you can just take Raichu to the move relearner on Two Island and get back all of Pikachu’s level-up moves later on, you would be wrong! The move tutor only teaches Pokemon the moves that they would learn themselves, and since Raichu has no level-up moves, there’s not really anything to relearn!
