How to Get TM13 Ice Beam in Pokemon FireRed and LeafGreen
To get TM13 Ice Beam in Pokemon FireRed and LeafGreen, take the following steps:

Progress through the game’s story until you reach Celadon City.
- Talk to the man in the house south of the Game Corner in Celadon to obtain the Coin Case.

Gather 4,000 Coins from the Celadon Game Corner, either by playing the slot machines and winning, or by purchasing 4,000 Coins outright from the Service Desk using cash. 4,000 Coins can be bought for 80,000 Poke Dollars.
- Go to the Prize Exchange, the building next to the Game Corner, and talk to the NPC to the right to view the Technical Machines available for exchange.
- Select the first option to exchange TM13 Ice Beam for 4,000 Coins.
The slots in the Game Corner are all RNG-based, and guaranteeing jackpots is hard to do. Since the Nugget Bridge Glitch has been patched on the Switch version of FireRed and LeafGreen, the most reliable way to make a lot of money in FRLG is to use the Vs Seeker in a crowded area and defeat the trainers using a Pokemon holding an Amulet Coin.
Best Pokemon to Teach TM13 Ice Beam in Pokemon FireRed and LeafGreen

Since Technical Machines are one-time-use items in FRLG that will be destroyed after they’re used to teach a Pokemon a new move, choosing a Pokemon for Ice Beam needs to be done with care.
The best Ice-type Pokemon that get the most use out of Ice Beam in Pokemon FireRed and LeafGreen are Lapras, Dewgong, Cloyster, and Articuno. Among them, Lapras, Dewgong, and Articuno all learn Ice Beam naturally through level up. Lapras at level 31, Dewgong at level 51, and Articuno at level 49.
Cloyster does not learn Ice Beam through level up, but its pre-evolution, Shellder, does. However, Shellder only learns Ice Beam at level 50, which means if you want your Cloyster to get this move without TM13, you’ll need to wait for Shellder to level up to 50 first before using a Water Stone to evolve it. Because of Shellder’s terrible stats, this is not really an option, which is why Cloyster is the best Pokemon to teach TM13 Ice Beam in FRLG.
