There are three ways to get the Panacea Fan:

  1. Choose it as your reward from Qi Sheng early in the game
  2. Observe a Panacea Fan master in Qinghe
  3. Join the Silver Needle Sect

Assuming you didn’t pick the Panacea Fan as your starting weapon in Where Winds Meet, the next best way to get it is to observe a Panacea Fan master as they’re practicing. This master is found in a dungeon found near the very first Wayfarer you encounter in the game, but to access it, you’ll need to get a Dragon Key first. You can find one by progressing through the game or by clearing Outposts in the world.

The dungeon containing the Panacea Fan master is fairly simple. Once you enter it, you’ll automatically go invisible, and you’ll have to sneak your way past the guards and reach a spot where you can watch the master in peace. Don’t worry about getting lost, as the dungeon is small enough to make navigation easy.

Once you reach the spot marked by your quest objective, you’ll begin a Skill Theft minigame. Simply press the button on the screen as a yellow ring converges toward your observation target. Time your button press correctly enough times, and you’ll unlock the Panacea Fan martial arts style, but we’re not done here yet.

Where to Get the Royal Remedy Inner Way in Where Winds Meet

Inner Ways (occasionally referred to as Inner Arts or Internal Arts), are passives that greatly affect your character build in Where Winds Meet. Some of these are general perks that give you general bonuses, while others are specifically meant for martial arts like the Panacea Fan. Inside the dungeon is a chest containing the Royal Remedy Inner Way, which increases the potency of one of the Panacea Fan’s abilities.

To get Royal Remedy, go to the first big room of the Panacea Fan dungeon, and to the left of the steps that lead down to the big yard area, you’ll find a small window. Crouch and squeeze through that window, but be careful of the guards there. You can use the Touch of Death skill to knock them out. This skill is obtained as a reward for completing the Echoes of Old Battles quest in Where Winds Meet.

After you deal with the guards, open the chest to get the Royal Remedy Inner Way, which will increase the healing effect of the Panacea Fan’s Cloudburst Healing skill.
